It has come to the attention of the Pakistan Emergency Response Learning Program that the people of Pakistan want to help in times of disaster and distress, but often do not know how because they lack training and opportunities.
PERLP believes that civil-defense education can teach a person to think objectively and calmly in critical situations. These skills help people become stable citizens who can assist those in need.
PERLP works especially with children, teaching skills that strengthen the body, mind and sense of responsibility so they can contribute to their homeland and to mankind.

PERLP believes that Pakistan can restore its compassion and ability to help victims in times of crisis through practical knowledge. Today’s youth can learn quickly and are willing to help because of their patriotism.
By educating young people in civil defense, ethics and morals, Pakistan can develop responsible individuals who are fair to themselves, others and the nation. PERLP began this path of enlightenment through knowledge so communities can respond productively during crises.
